SPCC Plans
Higgins assists clients in developing programs that meet the requirements of US EPA regulations in Title 40, CFR, Part 112. Higgins has prepared hundreds of SPCC plans for its clients ranging from simple oil changing facilities, oil and gas production facilities and well fields, to large complex manufacturing or multimedia facilities.
Higgins extensive experience allows us to navigate the comprehensive regulations governing SPCC plans in a fast and cost effective manner. Often Higgins is brought in following a regulatory inspection. We then work with the regulatory agency to quickly address concerns and to produce the necessary plans. This often eliminates or leads to reduced enforcement actions against our clients.
Stormwater Pollution Prevention
Numerous industrial facilities require a stormwater pollution prevention plan (SWPPP). Additionally, large construction projects require a SWPPP before construction activities begin. Higgins assists clients in developing plans that identify potential sources of pollution that may affect stormwater discharge quality. Higgins also helps clients to implement best management practices (BMP’s) that reduce pollutants in stormwater discharges to assure compliance with permit conditions.
